When you apply for a credit card for small business you are also required to fill out the social security number of the owner or authorizing officer. If it's a new business, getting approval or not will depend on the owner's or officer's credit history.

A business with no credit is a poor credit risk. It's an unknown, and is a crapshoot whether it'll turn out being a good risk or not. In a case like that, the lender will look at the individual players in the business and study their personal credit habits to decide whether to extend credit to the business.

A business with bad credit is a horrible credit risk. A person with bad credit is a better risk then a business with bad credit, because a business can simply be dissolved, and the lender would just lose their money.
