While spot reduction is a myth, you could try to lose more weight, but focus on building some muscle. Choose a balanced diet consisting of lean protein, vegetables and fruits. A good exercises program will focus on multi-joint, compound movement.

If you have alot of flab you wanna lose it with cardio, then start with weight training. I like using a medicine ball. You can do crunches pushups and alot of different exercises.to work those muscles.

Surgery.... if you are talking about extra skin.... the skin will only tighten so much, as we age our skin loses that elasticity it had when we were younger.
