Masturbation only has a few direct side effects:

Increased hormone production
Increased prostate growth
The indirect side effects of masturbating really come down to how much you are doing it though. The average male (the ones that admitted it anyway) masturbate 5-7 times per week. Think of it as once per day to be simple. That is a short period of strenuous activity, which can raise a sweat, get the heart beating fast, etc. Much like a very short workout. If a person were to do this numerous times every day, there would be a few side effects:
Increased sweat production
Imbalance of hormone production
Muscular stress on specific areas of the body
Prostate stress due to overuse.
The combination of those things can result in the chemical balance of the body changing slightly over time, which in turn, CAN actually cause things like acne, change in taste buds and scent, etc. We're talking about a LOT of masturbation here... multiple times per day, every day, over the course of months, if not longer.
That being said, technically yes, you CAN get acne from masturbating, but a vast, vast majority of the time, that is completely untrue.
