Ask friends and family if they have heard of them. Is there an Illionis Property Tax Department you can call to see if the company is legitimate.

Actually, you don't need them at all. I'm assuming from your question that you believe that you were overassessed on your property taxes. What you'll need to do is go to the Cook County Assessor's website, http://www.cookcountyassesor.com and look up other homes in your neighborhood to see if your taxes are high in comparison. From that point, you can file an appeal with the assessor's office. In fact, there's information about how to file an appeal right on their website. If you think the process is a bit more than you want to handle, there are some attorneys who have a practice that specializes in that area.
