He should be considerate enough to get it under control and then pay attention to you. But, at first, he's going to look. Did last the whole meal? Or, did he come back to you?

Remember that guys are visually stimulated. It would be hard for most young guys to ignore an attractive, half-naked woman sitting nearby, no matter who they're with. It's a curse of being male.
Think about it: the same thing that made him look at her is what makes him look at you. Would you really want him to lose that part of himself?
Your best course of action might be to accept that guys are "weak" in that way and talk to him about it. You might find that looking at other attractive women doesn't make you any less attractive to him. It might even make you MORE attractive if you accept him as he is and even share opinions on other people's attractiveness.
(This would work both ways, as he would also have to tell you if some dude is attractive! No matter what he says, guys know when another guy is attractive. How fun it would be to watch him squirm when you ask, "Do you think that guy's attractive?")
Learning about the other sex is the best way to get along with them. Getting back at them for things you don't understand is a sure way to make your relationship suck.

Did this happen to you? I'm sorry. I personally don't like girls that are immodest. It takes my eyes off there beautiful face and you can't really have a fun conversation and enjoy the date with the person you asked out. I'm sorry if this has happened. I personally would've wanted to move to somewhere else so I could keep my eyes on my date.

Men are visual, he should have tried to pay attention to you BUT when you saw a half naked girl beside you maybe you should have left the restaurant, I am sure their are health codes against half naked women eating at a restaurant! ! !

HELL YES! He is being disrespectful to you. Hey we are all human and even though we love our significant others we still look, but we do it in a way as to not make our boy/girlfriend uncomfortable. If you talk to him about it, in a nice way, and he has an attitude, that is very telling.

after sprnding nine years with my husband and watching him stare at several differnt girls then lossing him because of my anger i learn that if you love him and hes not doing anything with them then its up to you to decide if you love him and are willing to accept that boys will be boys

it is a true form of disrespect on many levels, makes you wonder what he's doing when you're not around if he can do it so comfortably in your face.
