Ahhh, the feuding neighbors over pets! Unless you or someone else actually saw your neighbor steal your cat, the police won't get involved.
And if your neighbors stole your cat, do you think they are stupid enough to still have the cat in their house considering what you've told us? Doubtful.
There's always the chance they turned the cat into your local animal control services. Call shelters and see if your cat may be there, if not file a lost report and call back daily. Otherwise, I'm afraid you put your cat in this position by allowing it to be outside and prey for a disgruntled neighbor.
Put the flyers back up, maybe someone will come forward with information.

I am SO sorry to hear about this!
My cat Chucky "went missing" three years ago. I put signs up everywhere and people tore them down. It broke my heart when I'd see that. Just keep putting them up.
One thing I wished I would have done was gone door to door, in case I heard or saw him and just ask if they had seen a cat and given them a flyer.
I would go over there and ask them. If you are scared, maybe have a tough looking friend or a police officer go with you. Let them know you arent' looking for trouble.
I really wish you all the best. I miss my Chucky so much.

Put ad in your local newspaper and a sign in your yard. They can't destroy all newpapers . But can sneak in your yard and take down sign which would be trespassing or stealing. Also check all the pounds around your area see if they took it to one of them.

Put up flyers and offer a reward for his safe return. That will get people a bit more interested in finding a lost pet.

Just bide your time, if they are keeping at their house, the first opportunity the cat has to get out and away it will be home.

i would call the ploice and set up a reward .. in are state we cant put up sighns on tellie poles so put a stick in the ground and put on the sighn
