just what the question asks: from your experience, what 1 or 2 bars/clubs do u recommend for my friend's 20th birthday for a Monday night?

The question depends on whether or not he has a fake ID or not.

If we're talking about places to go under 21, you should call the clubs. Most of them vary on whether or not they let 18+ in (usually it's 18+ females, 21+ males) depending on what sort of events they're hosting.

If he's got a fake ID (even if it's bad), 51st State on Pennsylvania Avenue and and 25th Street NW (or thereabouts - it's on Penn) has 50 cent taco nights on Mondays, and some pretty good and cheap drinks.

They say it's for "all ages" but they prefer under 20 to be accompanied by an adult....so if there's anyone 20 or 21 with you, you should be fine.
