First of all , hmm please try to understand the message from begining to some further so that you understand the kep concept in the message described from the start...

002.001 Alif. Lam. Mim.
002.002 This is the Scripture whereof there is no doubt, a guidance unto those who ward off (evil).
002.003 Who believe in the Unseen, and establish worship, and spend of that We have bestowed upon them;
002.004 And who believe in that which is revealed unto thee (Muhammad) and that which was revealed before thee, and are certain of the Hereafter.
002.005 These depend on guidance from their Lord. These are the successful.
002.006 As for the Disbelievers, Whether thou warn them or thou warn them not it is all one for them; they believe not.
002.007 Allah hath sealed their hearing and their hearts, and on their eyes there is a covering. Theirs will be an awful doom.
002.008 And of mankind are some who say: We believe in Allah and the Last Day, when they believe not.
002.009 They think to beguile Allah and those who believe, and they beguile none save themselves; but they perceive not.
002.010 In their hearts is a disease, and Allah increaseth their disease. A painful doom is theirs because they lie.
002.011 And when it is said unto them: Make not mischief in the earth, they say: We are peacemakers only.
002.012 Are not they indeed the mischief-makers ? But they perceive not.
002.013 And when it is said unto them: believe as the people believe, they say: shall we believe as the foolish believe ? are not they indeed the foolish ? But they know not.
002.014 And when they fall in with those who believe, they say: We believe; but when they go apart to their devils they declare: Lo! we are with you; verily we did but mock.
002.015 Allah (Himself) doth mock them, leaving them to wander blindly on in their contumacy.
002.016 These are they who purchase error at the price of guidance, so their commerce doth not prosper, neither are they guided.
002.017 Their likeness is as the likeness of one who kindleth fire, and when it sheddeth its light around him Allah taketh away their light and leaveth them in darkness, where they cannot see,
002.018 Deaf, dumb and blind; and they return not.
002.019 Or like a rainstorm from the sky, wherein is darkness, thunder and the flash of lightning. They thrust their fingers in their ears by reason of the thunder-claps, for fear of death, Allah encompasseth the disbelievers (in His guidance, His omniscience and His omnipotence).
002.020 The lightning almost snatcheth away their sight from them. As often as it flasheth forth for them they walk therein, and when it darkeneth against them they stand still. If Allah willed, He could destroy their hearing and their sight. Lo! Allah is able to do all things.
002.021 O mankind! worship your Lord, Who hath created you and those before you, so that ye may ward off (evil).

So now lets talk abt the part you asked for:

In the verses, 1-5, Allah talks about Holy Quran, and tells that it is the guidanc for those people who have complete faith on the mentioned things without any single confusion or doubt. And in verses 6-7 , Disbelievers are those who refused to believe and filful all or any of above mentioned conditions.

It doesnot mean that Allah had sealed up thier hearts, so they refused to believe. But it means that when they rejected the above mentioned pre-requisites of belief and chose and adopted for them selves a way contray to the one presented by the Quran. Allah sealed up thier hearts and ears. The Quran simply states a law of nature, if one takes a baised view of something and deliberatly nourishes prejudices against it in his mind, he can neither see any virtue in it nor hear anything in its favour, nor open his heart to consider it dispassionatly. This is the law of nature and as it is, its Allah's law. The act of sealing up of the hearts and the ears and the covering of the eyes has been attribute to Him.

These verses mean to those back in the day that betrayed Gods word which we muslims believe that fellow Jews and Christians have messed up God's book and now God has put those who "Touched the Book" with a sealed heart, eyes, and ears.

thanx for asking a serious question abt Islam. A Muslim scholar would definitely give a more elaborate answer on this. But if i m not mistaken, these verses of the Holy Quran are referring to the ka'afirs (un-believers) & Munafiqs (People who only say by tongue they believe in Islam, but actually trying to fool the believers, as in hearts they are still among the un-believers).

Notice how only scholars are supposed to interpret? Good answer...

That translates to the cow by the way which is the second book, so it is 2-7

It means that kafir (non believers) are not able to hear or see the word of Islam and you will be punished (hell)

Here is the verse before: 2:6 As for the Disbelievers, Whether thou warn them or thou warn them not it is all one for them; they believe not.

and the reason you need not warn them of their impending doom is explained in your verse, it will not do any good.

in order to interpret these verse...a scholar must look at teh verses b4 and after. not anyone can tell u the right meaning of these verse. 1st of all u ought to b a total doofus to ask thsi question on this site. if u r so interested knowing abt it, go to the nearest mosque, and ask there.

The 95th Psalm says "If today you hear his voice, harden not your hearts." This verse in the Qur'an may be similar.
