Your cat is finding something she does not like about the box, because she would not choose the floor otherwise- it makes a cat unhappy when she can't bury her poopers. It is similar to when you go somewhere that has a port-o-let and the port-o-let is so nasty that you choose to squat outside instead. Def not your first choice to go outside, but given the choices you choose to squat. This is how your cat feels about her box. I'm not saying you don't keep it clean, but some cats are really picky. I know, I have one that won't use the box if one of his brothers beats him to it. He'll just kick litter to the floor and use that, but as long as it is completely fresh, he jumps right in. Try a new box or sanitize the ones you have and make sure to scoop daily. Next, try a new brand of litter. Try a different type of litter (ie. clay, cedar, newspaper, scoopable, not scoopable, scented, unscented...) Try adding baking soda or litter sanitizer. Trust me, barring a physical problem, your cat wants to use the box, but something is bothering her about it.

There are a couple possibilities here. First, some cats are particularly finicky about how soiled their litterbox is. Do you scoop the litter box daily? If not, that is a likely cause.
Some cats change their urinating/defecating behavior due to health issues. For example, pooping on the floor could be an indication that the cat is experiencing pain. This could be mouth pain from infected teeth, or a urinary tract infection or other health issue. Have your cat's teeth been cleaned or examined by a vet recently? If not, you should have her evaluated soon.

If she has not been fixed, she'll do this when she's in heat. They want their scent as noticeable as possible to attract a male.
If she is fixed, she could be pooping on the floor in protest or as an act of submission because of the other cat, so she needs her own litterbox. Buy a brand new one (so it doesn't smell like another cat) and don't let the other cat go into it.

The litter boxes may not be large enough for her...cats like room when they squat to do their business. Make sure there is no stray litter surrounding the boxes and get larger ones.

get a covered litterbox, or put the litterbox in a large, high-walled (16" or higher) cardboard box with a liner. That way, even if she hangs over the edge, it'll still be caught in the box.

Try litter boxes with a roof, or place one of them in a different place. Some cats arae very picky with their litter boxes.

Cats don't like "fancy smelling litter", also; the cat litter might not look dirty to you, the cat might not agree.... If you scold your cat(for pooping everywhere), it will just cause he/she to do it more often..the litter might have too much urine odor , even if it looks clean ,it isn't...

Unfortunately cats don't speak English. They can't understand that they are doing something wrong, they can't stop smelling and they won't ever learn to use a toilet.
It is time to give up this pet and live your life with a clean, orderly, sweet smelling house. God bless

I'm afraid cats don't work their way out of bad habits. Get rid of it.
