It will look better if you remove it, but if it is a non-textured wall paper, you can paint over it.

I am a painting and drywall contractor ...here is the deal...yes its a good idea to remove it , if possible, if the paper is self ahedisive it will probably come off o k ...but if it is older paper in which the glue was rolled on before the paper was hung you will have a tough time with removal as the paper will come off and maybe some of the glue but not all the glue even if you use a steamer, then you will be forced to skim coat your entire wall , unless you are adept at drywall dont even try. You may be better off painting over it..here is howyou first must apply an OIL based primer this will size the wallpaper and prevent the bubbling some have mentioned as the oil in the primer will keep the miosture of your latex topcoat from absorbing into the wallpaper. Once you have oil primed let it dry for 24 hrs then topcoat. My suggestion for oil primer is X-I-M probably the best primer on the market. Good Luck

I bought my Mobile Home 4 years ago and it had wall paper in both the bathrooms and the kitchen. I have painted the Kitchen using a primer paint first, two coats to make sure the design wouldn't show through. It came out wonderfull. Since then a relative move in with me and she wanted to paint the bathroom. She tried to remove the wall paper and it was like fused to the paneling. What a mess, splinter's of the wood paneling coming off with the paper. She even bought wall paper remover, long story short, she gave up on the removal and ended up using the primer and just painting. The only problem I have now is the spot where she removed the paper, she didn't do anything to fix the appearance.
The wall paper is really more like a vinyl wall paper and now that spot is on my, next to do list.
So before you start anything make sure you know what you are dealing with.

The best thing to do is remove the wallpaper with a steam machine, then when its dry and no glue left usually it will all come off with the steamer, Prime the walls before painting over panel, panel won't hold paint very well, trust me on this just got done painting my sons room which was panel and wall papered (previous owners justed loved it) but once its all done you'll be glad you did. Its looks a lot better.

over all you can do what you want!
but if you do paint over the wall paper here are some things that will go wrong!
1. if the wall paper starts to peel so does your paint! can make a 5 year paint job last 1 year! <-- got that kind of money then go for it!!!!
2. if there is patterns on your wall paper then it will show threw unless you primer first and paint llike 3 coats <-- again if you got the money and time then go for it
good reasons why you should remove the paper prior to painting
1.it will last longer
2. it will look better
3. easier to paint
here is an easy way to remove wall paper...
gett it wet really wet with some dish soap on a rag and wet the wall down.. do this a few times for each section!!! you will se parts of it lifting start there! and keep gettting it wet! it should pull of fairly easy~

If you are going to paint over it, go to Home Depot, Lowe's, or some other home improvement/hardware store for the best advice. Sometimes, painting over wallpaper can cause it to bubble and makes the paint look horrible.

I would remove it, otherwise you chance the texture of the wallpaper showing through, but, worse... the wallpaper can begin peeling off after time and there goes your paint in just those areas where it peels.

if your goal is to paint the paneling there is a wallpaper to put on paneling that will make it like dry wall. that you can paint.

Painting should be just fine. You might still see the grain or ribs of the paneling though.
