you might try a local hotel, they usually have a nice tea service and i'm sure they could customize it to have cupcakes instead of other desserts.

It sounds like you need to talk to a caterer. Try the Yellow Pages phone directory, or a local business search.
If you have decided on a venue, ask the management there first if they could cater the event using their own (in-house) resources. If not, start asking caterers whether they could cater for the event.

Try a bakery or a wedding caterer they should be able to set up something very nice for your friend.
