America has stricter regulations regarding Cubans, since now they actually have to reach US soil (it's not enough for them to enter US territorial waters), and the coast guard patrols try to ensure that doesn't happen.
Some people have responded that it's ok for cubans to enter the US if they do so legally. My question is, how do they do that? the US has no diplomatic relations with Cuba. Cubans stay in the country because they seek assylum, and the US grants it because Cubans can present a solid case because of Castro.
In some cases, prominent Cubans have defected to the US, meaning that they either go to the US embassy in a third country, or just go AWOL if they're in the US. I can't imagine that this is what the people who say that Cubans are welcome if they come to the US legally mean.

Castro doesn't like us to take his people except the criminal and mentally ill he sent to us on purpose that time. It makes him look bad. We can't interfere with his people and we sure don't want to give him a road into our country.

However, we aren't trying to stop them.
