If you have those stores in your area, then best buy usually has a good selection.
If you want to get them on the cheap, check out your local garage sales or flea markets. Most people get tired of them pretty quickly and want to get rid of them. (also excersize equipment. If I ever have a garage sale I'll have about 10 pieces of workout gear that's barely been touched)
My solution (because i have a stack of old VHS work out tapes that have seen use a half dozen times each) is renting online at Netflix.com or Blockbuster.com. (I've alternated between the two for the last 5 years, and am currently with Blockbuster, which thank the Lord just unveiled a new look on their website, the old one was set up horribly).
Blockbuster has a pretty good selection, I rent it and keep it till i'm sick of it and then return it. I've got about 3 different yoga videos on queue (added them on a whim, I've wanted to try it for a while), my first one should come next week. (i alternate with an excersize video followed up by about 5 or 6 movies then another video).
The cardinal rule - if you have the DVD and don't watch it within 4 days, return it, because you didn't really want to rent it.

Any store that cells DVDs. Best Buy, Circuit City, Specs, Virgin Records or even Target.
Something I do: rent them from Blockbuster, burn them (or have a friend with a burner if you don't) then you'll have a copy to keep and you can return the blockbuster copy. Other than the $4 rental fee it's free! Saves you a lot of cash and that way you can try a few to find one you really like.

You can look at Target, or DVD stores like FYE or Coconuts, but they are expensive. I know you said you don't want to buy online, but you should atleast check out some websites to get an idea of what's out there. www.deepdiscountdvd.com is a great site, free shipping and no tax (except in Illinois I think).

If you go to garage sales, there are bound to be plenty. Believe me. Almost every sale I've been to has had at least 2 excercise videos.
And if you can't find any at rummage sales, you could go to many different stores like Wal-Mart or Target. I've never looked for them there, but it doesn't hurt to try, right?

At stores where exercise equipment is sold, maybe? Best Buy would probably have them. Target does, I know that for a fact since I saw some not too long ago.
