That's actually a Boston Terrier.

Gorgeous bird though I've only seen them in pictures. It's called a Black-necked Stilt or a Himatopus mexicanus
Here's some more info you may find interesting on it...I love birds!

Wingspan: 29"
Length: 13-1/2 - 15-1/2"
Weight: 6 ounces
M/F(male and female) outwardly similar although back of female is dark brown.
Physical Description:

Extraordinarily tall and slender; unique black and white plumage and long red legs; carmine or crimson eyes; half web feet. Adult females have dark brown back.

Habitat:

Grassy marshes, mud flats, pools, shallow lakes. Also, irrigated or flooded fields; brackish ponds of saltwater marshes and freshwater ponds in the back of beaches along the Gulf Coast.

It's very pretty, I feel sorry for were the ID band was placed it is too high up on the leg. But it for sure is a ground egg laying bird, maybe related to the Herring or Crane Family.

Hmm looks to me to be obviously some kind of sea bird. In the Crane or Herring family or possibly a Sand piper since I cant see its face or tell how big it is.
