Yes, lips are better. You can kiss lips, you can lick lips, you can cover lips with Carmex, you can put coloring on your lips i.e. lipstick and you can talk and make noise with lips. You can eat with lips. You can bite your lips. You can whistle with lips.
Hips are very limited in what they can do.
