Our 8 month old also does this, and she's a remarkably happy, healthy child. It's normal. She does it when she's excited or feeling something strongly. Our childcare person said they just like to do it because they CAN. They have hands! Fingers! It's cool! I think she also does it when she really is hungry or is trying to communicate something to me.
Are you signing to him? Then he might also be catching on that mommy and daddy move their hands when they really want to interact with him, and he might be doing the same thing to you.
Just think of all his little neurons flashing so actively. His brain is growing at an amazing rate! Good for him!

My brother did that as a baby and he still does it, he's 15 now , its so funny, I love it! He plays guitar really good now, maybe that helped him to get more control and agility on his hands?
I guess is because is one of the first parts of the body they start moving, even before birth, and the easiest to move, so its a way of letting stress out

She shakes and balls her palms up into incredibly tight fists and smiles and laughs whilst she hears track...and he or she additionally has wide-unfold commercials. whilst a particular cost assessment advert comes on she stares on the television and no one can get her interest decrease back till its complete! babies are so lovable!

He is "talking" to you. He is excited and trying to talk, but since he can't he uses body movements. Kind of like the joke about how certain nationalities talk with their body/hands...

i imagine that's a normal baby thing. they only recently discovered they have arms, hands and fingers to flail around and they take full advantage of that fact.

His nervous system is still developing and his reaction to stimuli may seem unusual now, but this too shall pass.
