Yes, you are most defentaley right. He does not need to be driving a car if he is addicted to cough medicine and since he over dosed not that long ago thats even a bigger reason for him not to. You should either get him some help, like a doctor or a theripist, or try to handle the problem on your own. For example, you could make a deal with him that if he doesn't do his addiction for two weeks he can drive the car for the day, but if he does it then he can't have that one day of freedom. I had an employee addicted to cough medicine. He progressed to Heroin. He recovered on Meths.
He told me after recovery, that "every day" of his life, while on Heroin, he had to steal 7 TVs in order to support the habit.
TVs were bought by a "special warehouse", then shipped out of state, for resale.
Every day.
Let him drive your car at "Your Own" risk.
Bear in mind, with any "possession" arrest, your automobile is kaput, gone.

Your right. You dont want him,to kill someones, but in reality he is slowly killing himself.
Esp if he OD ed on meds 2 weeks ago.
He need H E L P , call your general prectitioner, get some advise from him.
And if you dont your son will end up stealing your car when he wants to use it.

If it's your car, you don't have to let him drive it ever, no matter what his age is. If he is a minor, you can have his DL pulled as a parent. You should not allow a known addict drive you vehicle anywhere - you will be liable for anything that happens.

don't let him drive the car because if he gets pulled over and he has had way to much cough medication he can get charged w/ DUI
