Most likely better in the afternoon, since you still have the rest of the day to burn some of the calories off. That's also the logic behind having a larger lunch and a smaller dinner--you're more active in the daytime and burn more calories then than in the evening when you're getting ready to go to bed. Ideally, you should make a goal of not eating anything after about 6pm if you're trying to lose weight. Also pay close attention to portion sizes. And if you can get yourself down to one small bowl of ice cream a week, that's great...you get a little treat of your favorite goody, but it's not enough to sabotage all your hard work.
Good luck ! Check out SparkPeople.com for lots of great healthy weight loss tips.

Easiest way to lose weight, would be to stop eating the ice cream all together.
Eat smaller "meals" or "snacks" throughout the day, this will increase your metabolism, because your body is constantly working on digesting. Don't ever let yourself get hungry. Make sure it is food like fruits or a protein bar or something that is good for you. Ice cream now and again is fine.
The next biggest thing, exercise. Minimum of 20-40 minutes of carido work out at least 3 if not up to 5 times a week. If you are not in shape right now. start by walking, just in your neighborhood or on a tread mill, then work your way up to running. You should shed the pounds in no time.

Calories in - calories out, is what it's about for weight loss. Your body's only concerned with getting food. For weight loss, the only thing to remember is to eat a decent meal within an hour of waking up, and to eat small amounts of food throughout the day. So, have a small amount of ice cream whenever you want.

Small meals or snacks throughout the day when you're active are better than spending the evening snacking with the TV. Slow is good when losing weight as the quicker the loss, the quicker you tend to regain, plus. Slow loss helps your body adapt to eating less. And don't forget exercise.

Remember that ice cream and processed sugars have a very high glycemic index which have a direct impact on your insulin levels. When your insulin rises, it is extremely hard to burn body fat and your blood sugar rises, then crashes leaving you tired and hungry soon after. Stick to nutrient dense foods which are unprocessed and provide the fuel your body needs to perform optimally. Here is more information on the glycemic index:

You probably better not eating bad things at all. It would be better however, to eat them earlier in the day so you have a better chance to burn off the excess calories...
