My radio says "SEC" and has a red key showing after power was removed. How can I reset it?

It's on a 1996 Toyota Avalon XLS stock radio with tape & 6 cd changer.

Your car came with a little card, stuck in the owners manual with the security code. If you cannot locate it, take the car to a Toyota dealership, with proper id, they will provide you with the code based on the car's vin number

The radio has a theftlock code that has to be reset by the dealership.

call Toyota and they will ask you to get a number somewhere on the car, when you get that call them back with it and they will give you the code to unlock it, it is in case it is stolen.
