All of the cruise lines offer some type discount. Sometimes its a special cruise, like Thanksgiving week, that they may offer at a slightly reduced price. But they will usually not send you a $100 or $50 off coupon that you can use any time, unless you are in a frequent cruiser club. Even then the coupon may apply to certain dates and itineraries.

They will notify you of specials, but the BEST way to get a good deal on a Disney cruise is to book early. The closer it gets to the sailing date, the higher the price goes. If you cruise during off times, you can get pretty good rates. The Disney cruise is worth every single penny... we went on one in June and have already booked again for next summer

No. They send you advertizing. Often a travel agent sells cruises less than the cruise lines directly.

Don't expect cheap anything with Disney. Carnival does the same itinerary for a third or quarter of the price.
