Its so dumb and obnoxious and they act as if they are really doing something special.
Off with their heads.

I never noticed that I pay more attention to those questions until you said something about it.

Can we have a rule to ban people who say "10 points" in the question?
4 10 points, ABSOLUTELY NOT, ten points or in roman numerals x points or even dix points or 1 over the 9 points.
They'd get around it somehow.

Personally I think the whole "points" system should be scrapped. There is no benefit to it. People should be able to ask or answer as many questions as they want rather than having to accumulate points and advance levels. This isn't a video game and there aren't prizes to earn so why have it?

The rule is already in place. I refer to it as a kind of rule of thumb. Here it is:

Ignore the question if the "10 points" line bothers you. Go right past it and click on to a question you want to answer.

We don't need any "rules" and regulations to make decisions for us. We especially don't need these to make those decisions that are THAT easy to make for ourselves!

I'ts like, I don't need a warning on a paper coffee cup to tell me that coffee is hot, "Don't gulp it down too fast." Or a rule that tells me to look both ways before crossing a busy street.

I haven't seen that often enough to get upset. It's more annoying, but tolerable, when people use "2 points" as an answer instead of using a real answer to earn those 2 points. Ahem. LOL!

no, no reason to really. If you think someone is answering just for the sake of getting points, report them...gaming for points is one option in the reporting offenses list.
