Hi... try to put another new litter trays in new areas, specially the place where cat frequently pee.
Basically there are few reasons why cat (whether she/he has been neutered/spayed or not) peeing everywhere such as urinary problem-sickness, uncomfortable with other cats in the house,etc.
Best solution probably seeing a vet

Last year my beautiful Manx cat Theodore went out for the evening and never came back. I love cats and the house didn't feel the same without one, so I picked up Lola from a rescue centre. UR poor mum!!!
If the cat is still young has anything in the household changed recently furniture or people. Moving house is the worst for upsetting a cats routine and cats like somewhere peaceful and quiet to sleep if the house is full of people.
You did not say if its totally a house cat or gets out at all? Something or someone outside could have affected its health and may need checked by a vet for bites or injuries from a bump from a car or horrible person kicking it! I hope not!
If your mum has put drops of catnip in the litter it may have confused cat as they really love this smell and would rather wee elsewhere. Try putting catnip on an old peice of carpet and tie it to somewhere the cat likes to claw like stair bannister or back of sofa, this works great for protecting mums furniture and cat thinks its cat heaven. For extra reassurance put catnip on the cats bed or where she usually sleeps an old rug or pillowcase will do as its not harmful to humans and we only smell it as minty.
Any problems getting catnip spray just buy any cheap cat toy with catnip in and open it up and put it where suits. You can move it when she stops wetting and fretting, and move it out of your mum's way, we had catnip carpet on walls bedposts and old rugs everywhere when we moved now our moggy only has one tied to the top of bannister and an old rug in her room (spare room). If the cat wees on a wall or scratches at wallpaper a square of old carpet covered in catnip on that spot will help get smell away and u can move the carpet when catty calms down pin it with drawing pins and it wont mark the wall! If you dont have spare carpet u can get carpet sample tiles at any carpet shop!
If there has been changes recently all your mum should do is constantly reassure moggy that all is well and its still important.

Make sure that where-ever she has peed, it is well well cleaned as basically the cat is 'marking her territory', then invest in a really good water spray gun.
Every time the cat goes to go for a pee where she shouldn't (I know this may sound harsh) Squirt the cat with the water to scare her off. The cat will hate this, but keep doing this every time and she will soon get the message as she will relate the getting sprayed with water with the area she's trying to pee and should soon stop, and go else where.

probably she is doing it all over as the scent is still there of previous pee make sure all spots are washed and even sprayed with something like oust .keep her in one room when inside say the kitchen I'm guessing its a hard floor not carpet clean the floor with bleach and hot water and keep the trays in there. see if she uses the tray when in the kitchen if she continues to pee anywhere else get her to the vets it could be a urinary infection which just means she can't control her bladder.

Buy the Pet Pee cleaner. Nature's Miracle. Spray it on the soiled areas. Try putting a litter box in the cat's favorite pee area.

85% of the time a cat pees outside of the box it is because of a UTI. What makes you think that isn't the case this time? Please have her thorough checked by a vet to ensure that she is healthy. Cats generally do not show any signs when they are in pain and UTIs are quite painful. The reason the pee outside of the box is because they associate the pain with the box and they look for soft items (like blankets, towels, and clothing) to pee on. BTW, cats are healthier when they remain indoors. Please have her examined for UTI and kidney problems.

There is stuff you can get to spray on places where cats have peed to discourage them from doing it again. It's not like normal carpet cleaners because they don't do any good (as you have found). The name of one brand is Feliway.

kitty needs to go to the vet. 99% of the time when a cat is peeing outside the litter box, there's a medical reason.

Get rid of the Cat, no way would I have that... if the cat has cost your mother a sofa already then the cat has to go!!!
