If you live in America or England, then you should try to enroll her in an all-english school. Teachers can be VERY supportive when it comes to this, and it's at such an early age that she won't fall behind for the future. It may take a while, but soon enough, your daughter will understand and speak more.

Enrolling her in english speaking clubs or playgroups would work as well.

The best way to learn English at this age is to create English-speaking atmosphere at home. Apart from the regular classes and school you have to show English-language cartoons, buy English books, board games. The preffered way is "learn and play". My daughter enjoys puzzles with English letters and simple words, books. We also play "Magic Hat" game, when you hide various small items inside the hat or packet (pencil, doll, key, stone and so on), then you pull one item and hide it in your hand and child has to guess (name this item in English) what have you got. If the guess is right she gets the prize:P
Another useful way is to talk English to the child, explaining or translating the meaning of the phrase, learning simple English poems. And always admire your child's progress, they need parents' approval.

If you can, hire a tutor. Or, just just have one parent speak only english around her, all the time. And have the other parent speak any other language you want her to learn.

Read English storybooks to her before she goes to bed. That's what my father used to do to me. I didn't grow up in an English environment so in order to make up for it, my parents exposed me to a lot of English cartoons and storybooks. I eventually grew to love them and that helped my English a lot.

If you speak a different language than english. please stop, the kid first need to talk in your tongue language then move it. the other way it will be a mess because will mix both languages.
