No it is not possible, unless the hacker came to your house and switched on the pc, when the pc is switched off it has no connection to your internet, so no signal is transmitted through the cable.

Yes, it is...if your computer has something called Wake-up LAN Card that can be used to turn on the machine remotely...and to ultimately gain access into the system, the hacker also need to know your password (which he might have gotten hold of by installing a keyboard logger into your machine).
Basically the point is...if someone is desperate to break into your system...they will...'coz there is no such thing as foolproof security...its all in the state of mind.
