You should never leave your dog outside all day. Its dangerous. He could get over heated or hurt. As long as they're not kept in it for extremely long periods of time, dogs actually do well kenneled. Just make sure the kennel is large enough for him to stand up and turn around in. Or, you can get a babygate and keep him in the kitchen if you're worried about accidents or him chewing up your stuff. If you still refuse to let your dog inside, try using fly spray. We use it on our horses and sometimes our dogs if they go out to the stables. If you use it though, spray a cloth and then wipe the cloth on their head to prevent it from getting in your dogs eyes.

I go to the local feed store and get this spray called BRONCO. I thinkits made for horses, but the people at the feed store say I can use it on my dogs. The flies would bite their ears until they bled. Anyway, you spray it on your dog and around the area in your yard where it stays the most. It worked great. As for the sores it alerady has from the flies, just some neosporin should do,

I am PISSED that you are leaving your dog outside in this heat! Obviouly flies are going to be around if you leave a dog under the sun--they probably think he's decaying!
Get your dog INSIDE the house, in the hall, bedroom, or kitchen, buy hip-high fences, get a BED, water and some food, and THEN leave to work. Don't be inhumane, poor animal!! It's freaking 100 F in most places right now!

Woah woah woah you CAN'T let your dog in during the day? Why the heck not? Have you looked at a thermometer lately?!?! A dog near me died two days ago from being left outside in the heat! The owner is getting served with a $700 fine and possible 90 days in jail!
Bring the poor dear inside and let him relax in some a/c!!!
99.9% of behavior problems that people give as reasons why they keep their poor dogs outside are completely solvable with a little training and creative problem-solving.

go to the pet store and buy some spray that is made for repelling flies. Poor fellow for having to be outside all day in the heat to begin with, you can buy a cage and leave him in the house if you were humane at all

Spread some newspapers by the door he uses to go outside. If he can't wait until you get home to do his business, you can just roll up the newspapers and tidy up where needed. Keep him inside. It is more humane than keeping him outside in the heat.

Go to the pet supply store or vet and ask for a product for fly strike, smear it on the area the flies are attacking.

You need to find somewhere inside the house where you can keep him. Maybe in a kennel all day would help. Goodluck.
