Its a way to say what you want nd them get away with it

It can be used in the manner you describe, but I use it alot more online because sometimes without being able to see the person they have no way of knowing if what you say is a joke.... Also my friends and I usually use swear words to endearingly call eachother names, I have to say just kidding when I meet a new person or they would not get the joke.... for example I usually say something like "Thanks alot you stupid biotch! Just jokin' ! " I really truly do not think my friend is a biotch, but it is funny to call eachother names... I have to add the JK or JJ at the end for other people who often misconstrue our sense of humour. Also in my family we have a somewhat twisted sense of humour, and we usually trick one another with things like... I just ran someone over and I didnt stop what should I do??....etc etc until the person actually starts believing you and then you add...Just Joking!! LOL
At least that is the drift of my family's humor so without Just Joking, most people would believe what we say and think we were crazy... So in my case it is not a cop out because I never use it to disguise a sincere comment, only to reveal the deception of a false comment and so get the fun of tricking someone.

I think that Kelly C has the right idea...
yes, i do think it is a cop out.. I do use the phrase in that context.
Kelly C touched on a valid point though, that talking over the internet is hard when you are having a candid conversation with someone. especially someone whom you do not talk to in real life. Sarcasim can be tough to get, hence, "just joking" is added to let the other person know you were not truly serious.

Just joking is a cop out sometimes. There are times when you sdo try to make someone laugh so you say something off the wall to get them to laugh so you are just joking. But most of the time it is a cop out so you dont get into trouble even though you maybe speaking your mind

I have come across so many people saying something in an normal tone and when they found the other person is annoyed, readily saying sorry, that they had just said it jokingly. It is just an excuse and not the reality. Normally they want to take certain opportunities to show their proficiency of the subject and to gain popularity at the expense of others. These type should learn to avoid such ridiculous behaviour and offending others.

Very good question. Actually these are real situations and sometimese very serious ones when people speak from their heart and actualy when see the reactions of other people, add 'just joking' as a caveat or an understatement. While the message is crystal clear and they seem to have spoken out their minds, to cover themselves of any embarrassment of getting to the point without bs'ing they add this 'just joking'. Yes it is a cope out as i see it.

I really think that is true. People say "Just joking" so they can cover up what they say. I think it is rather rude. I do use it occationally though. It does also lighten up what some one says, They say it just to get the point heard. I think it can also be used as when someone is telling a joke, but it isn't often.

Well, I know a few people (a cousin of mine, for example) that get very offended when they hear such things, even if followed by "just kidding". I have this one church leader that says our communication would improve if we eliminated that phrase from our vocabularies.

its a cop out alright. Its exactly what you said, they say that so they won't get in trouble & act like they aren't offending anyone when actually they are offending.
