The closest thing to what you're implying is the Error Reporting service. Which runs when a program crashes and sends system information to Microsoft (including IP address, OS version, and so on). How do you think they know what to include in Service Packs... It's all the error reports they receive from customers.
But I highly doubt it is to spy on you...

install xp on fresh hard disk then dont install any other software
then install new anti spy ware software like spyware doctor, or panda anti, then connect internet. you will find that not only internet explorer access the net but many other file (in form of dll or other format) try to access internet. during my experience i found that at least two spyware of windows xp is always working during you access the internet

Actually, it legally stores all your internet usage, history, documents acecced, and such files.
You can however get rid of this using several Windows cleaning utilities that can be found at sites like these.

All things there are freeware...
NOTE: Do not alwas trust many of the internet clean up utiliteas as many use adware or spyware bundled with them.

yes there is in the microsoft internet explorer you have to go in the settings and disable it i did your anti spyware cant pick it up you have to go in the internet explorer settings and disable it
