The poor have the least political power. It is the same reason in reverse as to why the rich are getting all these wonderful tax cuts . The rich can shout NIMBY the loudest

Becausse ost rich ppl don't want an ex convict living next to them. Face it - even if you are trying to do the right thing and get back into the swing of things after jail -it's hard. And no one wants to give ppl like that a second chance. They have a greater chance of "falling off the wagon" and going back to what they know best, so why not just help them along and put them in a f**ked up neighborhood to boot? It's up to the convict to want to survive and move away from whatever they did wrong. It's hard but not impossible.

Because the residents of the more affluent neighborhoods have already lobbied successfully to keep them out of theirs.( They have time during the day to do such things while we're at work).

Well I'm sure the posh neighborhoods would fight against having them in their areas because it would lower property value down. And people with money have more say then people without.

Land is cheapest in poor neighborhoods, and since this is a state-run business, cost is 1st priority.

Because when you have money you can afford to fight having them put in your neighborhood. Also that way the ex cons will be closer to home.
