Are you sure that's the issue?That he's racist?
Or is it you don't like him?Did he straight out say"You can't play with black kids,I hate them"?
Maybe he's not letting you go out because there's an attitude issue.Be sure of what your saying before you try the "race card".If he didn't like blacks,why did he marry your mother?I'm assuming she's black because you are.
You're quite a lucky lady,if my kids gave me crap(we're all white)I'd pop them in the butt and take EVERYTHING away!

if the kids you are hanging out with are trouble makers or use drugs then you should listen to him but if it's a color thing then talk to your mom and see if both of you can talk to dad (step) about why he will not allow this.
