Diplomats do not make laws, nor do they enforce laws. They represent the interests of their country on behalf of the governing body.

All they can do is negotiate with the country that the person is in trouble with...if a person is busted doing something in another country, they are applicable to those laws, but the diplomats can help with the negotiating process.
