He follows the doctrine of "Make war to make peace." He is also of the mind that "war is good business." He makes peace with people that he can use to further his own ends, and then makes war on them when their usefulness ends. If has ever been that way with the leaders of our lands...making allegiances based on expedience, and then declaring war on the former "friends" once their usefulness ends. It's not just Bush.
