I have no idea what a "non inspection" certificate is. If I had to guess then it is probably some type of a form that exempts a specific aircraft from a specific type of an inspection for a specific reason and even then, probably only for a specific amount of flying time or a specific date in time. If my theory is correct then they are probably very rare.

The question is about how to pass through customs without being inspected. The only way to do this is with diplomatic immunity -- carry a diplomatic passport and pack the items in a diplomatic pouch. Diplomatic passports are issued to diplomats. Diplomats are appointed by The President.

Are you talking about a special flight permit for ferrying a plane out of its Annual Inspection perhaps?

I can't find anything to match that in the FAA databases. or the FAA designee site? Are you sure about the document name? What do you intend to use it for? That may help us find something for you.

I've never heard of any such thing on either the maintenance or manufacturing sides of aviation.
