Start calling your mobile service provider. For example if you are using Hutch........call to service center and keep discussing various schemes, keep asking problems.......It will be free call for you and they are expert in English so they will teach you and build up your confidence. As long as they doesn't know you you do not have to be shy at all !! Than try this same method with someone know.......Plus try to do following......
1. Get some interesting Novel and start reading.
2. Make your own questions while reading the story, for example one question per page.
3. When you are alone, read the question and try to give reply....make sure to record it.
4. After recording, listen it........check your mistakes and give reply for more 2 times.

If it is just a matter of confidence, find people to talk to and talk...
Also watch movies and listen to the dialog.
You improve your English by practice - speaking - but in your case it seems more a question of confidence and that is something you need to work on, no one else can help you with that.
Based on the sentence above, you remind me of Filipinos I have associated with.
IF that is your background, your major difficulty is that you learned English there and it is more difficult to change faulty speech patterns than to start learning the language from scratch.
I was married to a Filipina for 14 years and she never lost these patterns, and when I talk to her these days, she STILL has them.
Just keep in mind, as long as you are able to convey what you want to say, that is MORE important than perfect English. In fact I have found that many native speakers here would be well off taking some lessons in their 'own' language. Just read some of the stuff HERE! ;-)
BTW, this from one for whom English is a second language...

Good for you!! More people should learn, or at least try!
Practice, even when you're not with English speaking people. Say the more difficult words over and over.
Read books, magazines, newpapers out loud.
When you speak, do it slowly and confidently, not fast and quiet because you will just have to repeat yourself.
I know it's not easy, but it's worth it, so don't give up! Best of luck to you!

You need to know the English language better. Once you feel confident in what you say, take a public speaking class so you will gain confidence in how you say it.

Practice, thats the best way.
Try going to a English Speeking country or aria and interact. Classes can help if they are convertsational English, not grammer and vocab. Concider finding a fellow English speeking person and try talking with them.

try speaking to your self looking at the mirror in English.do this daily for few days then try taking a public speaking class(which may not be available every where if u r in India.)so when u go for higher studies or something go to a different state of which u donot know their language.this can help u a lot

The only way to improve is to practice. So...speak to everyone! (yes, I know that might be hard especially if you're shy on top of not being confident with the language, but it's probably the only way.)

Hang around public places where people speak a lot of English, so you can observe them. Parks, malls, shopping centers, anywhere where people speak English!
