My dog keeps scratching his ears, and whininga bit. Also, there's a dark dirt looking substance in his ears when I clean them out. In addition, he keeps licking his paws.

He has ear mites. You have to take him to his vet, who will give you an antibiotic ear ointment. You'll have to clean them out and keep an eye on his ears. There's something you may be able to have your vet put in to protect against ear mites in the future. We did it and it worked.

Sounds like ear mites - also check for an allergy that he might have with the licking of his paws. Also, when a dog is hurting from something, they tend to lick.

More then likely your dog has ear mites. They do leave this dark dirt stuff you are seeing. Your vet can give you a med to put in your dogs ears to get rid of the ear mites. if you don't treat them it will continue to get worse. And lead into a infection. Its very painfull for a dog. So its best you get them treated quickly

Everybodies right; it is ear mites. When we go to sell our dogs we clean their ears with mineral oil on Q-tips. It takes out that dirt real well and the ear mites can be ridden by medicine.

Well it could very well be ear mites, but to me it sounds like a regular infection caused by a food allergy...because you mentioned that he licks his paws. However I cant say for sure so go here to compare symptoms of ear mites.. http://www.marvistavet.com/html/body_ear_mites.html

dark dirt is the ear wax...lots of it is bad. your dog probably has an ear infection. go to the vet

he might have an ear infection so take it to the vet and get some ear drops.
