You have to determine the ROOT cause of the problem or problems. It is not unusual to have compounded problems. Your knowledge of the system and your skill in analysis will lead you to the root cause. The fact that you have identified that there are layers of problems is a step closer to solving the problem. You know what conditions you have or need to start. You know what you are trying to accomplish in the end. Something between them is wrong, hence the problem. Start from the beginning and keep going. Once the problem is isolated the solution is academic.

Einstein said that a problem can't be solved at the same level at which it was created. Your question, therefore, already suggests the answer. That is, it can't be solved at the level it was created. You must rise to a higher dimension.

If you stay at the level at which it was created and the solution is also the problem, it's called a paradox.

You address the problem. Continue to look at the problem as the problem, not the people involved. Focus on goals to solve the problem. Don't attack people, attack the problem.

You have to think outside the box. There is a solution...but it may not be obvious. When you approach a probelem in a new and fresh way, you may find that there are multiple solutions.
