If you have to ask, you are not in love. I've had 2 relationships exactly like that, the guys kept saying they loved me, and I felt very uncomfortable saying it back, but I really liked them and cared for them, so I was confused. I was always asking family what they thought. Then I met my fiance, I ended up being the first to say I love you. I NEVER felt the need to ask anyone what they thought again. I had no doubts. He has flaws, everybody does, but I felt I could live the rest of my life with those flaws, they don't bother me at all. We're still together, going on 7 years, getting married in January, and I still feel that cuddly cozy feeling with him. So don't worry yourself, just enjoy the relationship even if it isn't love, but don't lead him on. In other words, don't say I love you if you don't really mean it.

I'm assuming that your very young....like under 19.
The best way to handle this...is to look him straight in the eye and tell him....
"Love is something that develops over a long period of time. Its a feeling and emotion that has to be tested and tried before a person will recognize it as love. You and I are way to young to even come close to what being in love is all about, so lets wait until we get older and are better able to understand what love is really all about."

Honestly there is no way to know for sure if it is love ... just try to feel how intense the moments are with him ... How you just lose track of time with you are with eachother ... how you can dream of being together for a long long time ... see if you want to take care of him when he grows old ... see if the words "I love you" are coming to your mind and you are forcing yourself not to say it ...
I can say that you are headed that way because you realize that you not saying it back hurts him ... without him telling you ...
