The first Human Beings were created by GOD. They didnt take birth like normal. However about 400000 years ago, there was plenty of water all around and a minimal space of Earth was dry.
The most suitable place was the Plateau of Tibbet (now in China).
Hence the first Human Being got birth at the Plateau of Tibbet.

Human beings evolved in Africa but they were not similar to human as we know it today. There are many different human species that progressed from one another.
I don't think that human species evolved in just one place. the first humans were probably born in Africa but then they moved elsewhere and different races started to appear.
The first white human was probably born in Europe(because of its climate)
Humans keep evolving so there are always "new humans" born.
