Good advice from Ross. On the west coast, there are clubs in many metropolitan areas that are known to be frequented by talent scouts. Find some in your area then try to get a gig booked. (Most of these clubs of which I speak are "pay to play" venues, so if you've got some cash, you got a gig.)

Practice first. Perform. Finance your first recording. Perform at places like SXSW in Austin. Make friends with concert promoters, disc jockeys (assuming the locals have any choice in what they play), Get an agent. Try to get reviews in your local paper. etc.

Send a demo cd to different record companies, if they like it, they will respond.
