There are a couple of issues you need to look at. If it is a PCI card, as long as the drivers and software are windows 98 comapatible, you will be ok.

If it is USB adapter, then your PC probably does not have USB 2 which some adapters require to work. If the adapter is backwards comaptible to the old USB standard & you have proper software, all will work BUT because USB can not move faster than 12mbps the fastest connection you can get is 11mbps.

I think its the other way around. You need to see if the card offers a driver for Windows 98

yes you should be able to but i would check on the package or on the internet that you can get a 98 driver for the card
