People shouldn't punch people.
However, your mum is trying to teach you compassion for others' feelings.
One of the key skills in telling a joke is timing. Making fun of your neighbors in front of your mum is bad timing. However, if you become a stand-up comic, your neighbors will probably provide years of great material you can draw from. That would be the time to use it. ;-)

Yes. No one appriciates being made fun of. It's not even considered "fair play" amongst good friends to tease about a person's name. It shows a lack of concern and respect for the person, and a lack of sympathy and caring from the teaser (you are unable to understand how she feels about being the brunt of such teasing).

It is abusive and you should tell her not to hit you anymore, you don't like it. The best way is not to blame her, but rather tell her that it isn't fun for you and you don't like it. She probably doesn't know that you don't like being hit, so tell her, by expessing how it makes you feel not confronting her in a negative way.
