perm: not a good idea.

first he should grow it out to his desired length. Then he should use curl activators etc. Since it's already naturally curly, it just needs some length and the curls will come back on their own. a perm will damage it and make it worse.

It could just be straight now only because there is not enough length for it to go back to his natural curl. I suggest waiting it out before you go the route of perming it.

Whether your hair is straight or curly depends on the shape of your hair follicle, (round for straight, elliptical for curly). Cutting your hair can't change this, unless the hair you cut was chemically altered and it is returning to its natural state.

Assuming that your brother's hair was naturally curly, I'm pretty sure that after a couple more inches of growth it will start to curl again.
