My youngest son, now 19, has Apraxia.
He has had it since he was an infant, for him was probably a disorder he was born with. It is being recognized more over the past ten years in children. Also, adults can develop it after a brain injury, trauma, illness, etc.

It was explained to me like a "miswiring" in the brain ... that where most people just automatically put their tongue, lips and teeth where they need to for various sounds ... he had to learn to do it by constant repetition and practice. His case is more severe than most. After over 15 years of concentrated speech therapy, he now speaks fairly fluently, but it is obvious at once to others that he does have a speech impediment, though he is understandable 85% of the time now.

In children, and adults who have had it since childhood, it can also manifest in lack of coordination in fine motor skills ... like writing, drawing, tapping a foot, and in serious cases, a deficiency in cognitive ability.

Again, the term for this is Apraxia, and you can google it for more info. There are a lot of websites available these days.
