No, I don't think that was fair. There is no excuse for his behaviour. If he has no respect for the animal and intent to hurt it, then he should not be allowed to continue being a jockey.
Personally, I think he should be banned completely.

From what I saw he WAS given a ban for excessive use of the whip on the same horse. It was a poor judgement on his part. Big difference in what he did and what the others were accused of - not saying it's right but it didn't affect the outcome of the race.
