It is love thy enemy (Matthew 5:44).
This what the original manuscript of the bible say:

Matthew 5:44"But I say unto you, Love your enemies, and pray for them which persecute you;"
The rest was added in this verse.

An eye for an eye is after you had committed a crime and you were judged. The judgment was an eye for an eye. But we must follow today's civil laws.

An eye for an eye was a law of the people in OT times, when Jesus came as the fulfillment of the old covenant and begining of the new covenant, He renounced old law making this one concerning retribution "Love thine enemy".

If we start loving the enemies then no more enemies but i think if we start loving them,thinking that he or she is not our enemy and if suddenly they attack us then What?I think we should keep an eye on them means not trust them but be friends.
