This is either open Sea fishing, or Bay fishing, where the water is cloudy from strong current and shallow bottom. By Mackerel I mean King Mackerel or Spanish Mackerel in other parts of the Pacific.

You might try something like a Clark spoon four or five feet behind a keel sinker. Use 40# mono leader for spanish, steel leader for kings. Drop it in the water by the boat and adjust your speed for a good wobble without spinning. With any spoon, use a swivel to prevent twisting leader. It works for me!

Ive only fished for kings off of Carolina and Florida but the best method is to troll near wrecks and live bottom with bait. Baitfish=Kings. Put an assortmant of lures/baits in the water. We use Cigar Minnows and Ballyhoo on the East Coast. Fish with live bait if you can but dead bait works when it is hooked through the eyes.
