I have Panasonic Camcorder. It allows me to take still pictures. It has SD Card support. But the resolution is 1.3 Mega pixel only.

So you can take a still picture with a camcorder. Not all camcorders support this feature, I guess.

Most camcorders today will take at least 1-megapixel stills captured on a memory card...usually an SD card, unless it's a Sony camcorder, in which case it takes Memory Stick Duo.

How about a camera with a memory card like a samsung or JVC Mini DV camera. The card will be either SD or Memory Stick, depends on the brand. Those should take still pictures on a memory card. Its soo easy a kid can operate it! all this camea talk makes me want to ditch my Sony Digital 8 Camera for one of the mentioned above!!!!!!

YES it can (with digital camcorders).
all digital camcorders has this capability, but to get clear enough photos, the camcorder should at least have 1Mpix of resolution for stills. Below that are hohum shots.
