When a person wants to use a penname professionally in the creative arts in NY, what must the person do when getting a DBA for recording purposes and publishing?

Actually, you have answered your own question. "Doing Business As" registers your pen name as yours. It also can result in the county tax assessor's interest in you, for taxes on equipment, inventory, etc.

You may also be required to have a business license, but this varies from place to place.

It would probably be a good idea to register your pen name, once established, as a trademark or copy right as well.
