Natural History Museum is free - I last heard they had an interactive dinosaur exhibit. You could go to Campden Market - lots of food stalls there and you could catch a barge from there down to Regents Park (I think, I def know it stops at the zoo). It'll be free to go to Hamleys and touch all the toys...there's changing of the guards at buckingham palace around 11am. Oh - it's quite cheap to catch a ferry from Westminster and go all the way up the river to Greenwich - lots to spot along the way, there's a market there at the weekend and a big park for running around. Ride a double decker bus from Vauxhall to Oxford Street. Feed the ducks at the Serpentine in Hyde Park. Covent Garden is a great idea - go downstairs in the main shopping area and there's a puppet shop that doesn't cost anything. Have fun!!

I believe the Natural History Museum is free from late afternoon, so you could check that out.
Convent Garden is fun with street entertainers, all free, walk from there to Trafalgar Square to see the stone lions & loads of pidgeons.
At Leicester Square you won't be far from China Town for cheap tasty noodles or dim sum. You could always bring a bit of a picnic lunch & eat it on the Embankment park (just south of Charing Cross station). Near to Charing Cross station there is a Tesco Metro so you can top up on supplies not too expensively

Better Stick to the Parks with a picnic!
Go paddle in the Di memorial!
Can always do a Walking Tour, Traf. Sq. Leicester Sq.
Picadilly etc etc. Embankment....

You did not mention age which was very daft given the time limit...
if you have teenagers they should love the camden canal and stables markets. (Good for cheap food too)
Also the London Dungeon horror waxworks and the London Eye giant ferris wheel

I find whenever I go to London it's expensive.
So many tourists there, you end up paying tourist prices even if you live there.
Having said that, head to China Town for some cheap and very yummy food.

one day travel pass on the train to liverpool street. underground to kennsington and go to the Science museum, a fantastic place and loads for the kids to do and touch, and its free. or go to the history museum again a great day and again free.
i took my daughter who is three and a half to the science museum about a month ago and she loved it.
after that we went ot McDonalds for a childrens meal didnt spent more than £40 all day
