If you want him to be your friend it is going to take time and patience.
1. talk to him or read a book out loud to him
This will help him get used to your voice and see you as not a threat
2. offer him food throught he cage bars
He will see you as a source of food and as a friend
3. open the cage and offer him food directly
He will see your hand up close and hopefully not see it as a threat, he may be panicky or bitey at first but he will see the food and should quickly get the idea
4. try to teach him the step up command
He may try to bite you or be panicky at first, but in time he shoulld get the idea
5. talk to him as he is out of the cage
He will get the concept you are his freind and he can trust you, and understand its not so scary being out of the cage, do not pet him hge will be panicky and nervous go slow
6. give him a tour of your house and talk to him telll him what you do in each room and tell him why he is special to you.
This will help him see his home and understand what it means to live with you
7. watch tv with him, gently see if he will let you pet him. he may not let you but remember just be happy that he is letting you interact with him.

time and patience, is he a baby or an old bird?
an older bird may not b very good to tame.
i had my baby budgie's wings clipped so he couldn't fly.
it doesn't hurt and they grow back.
its enough time though for you to tame it because it'll have to rely on you to put it in and out of the cage etc
just be sure it's not ill before you do anything. if this feathers are fluffed up it means it's poorly.
just quiet could be bored.
get it's health checked out and be sure to give it a good quality seed, occasional millet and bits of fresh food such as green leaf veg bits of apple and pealed grapes were a favourite for my budgie.

if you buy it a mate it wont interact with you, it will only be bothered about it's mate.
he will be happy but if you want it tame you'll have to give it lots of attention or it'll be lonely

take him to a vet right away! This kind of behavior could indicate a serious medical problem.
If everything checks out at the vet, you should consider first getting his wings clipped temporarly so he won't fly away from you. Then talk sofetly around him and move slowly so as not to frighten him, and slowly get him used to you. soon he will realize that your not a threat and he will become more comfortable around you. Once he is used to you and thinks of you as a friend, you can let his wings grow out. Then you should consider buying another bird because budgies are social flock animals that need constant companionship and interaction, without this it will grow depressed.

Budgies have personalities just like humans, believe it not. You need to leave it be cage wise, and just keep talking & sining to it. My mother has one and after a while it became a pest, but in a cute way. They like to have their cages opened and soon learn to go back into it for food/sleep. Once it warms up to you, it'll never leave you alone. Make sure to keeps it's cage covered at night, they are easily frightened(night fright). Good luck & enjoy your feathered friend.

I had a budgie like that once, so we bought him a plastic budgie, he loved it to bits, kept reguritating its seed to it!! He may be scared of it at first, but will eventually get used to it! Keep on talkin to it, put your hand in, he is just a scared little thing!!

He need some things do do. Some toys, a mirror is number 1 priority. Unless of course you get him or her another budgie.

may be he is ill and needs to go the vet or else he needs a campanion or may be you could try leaving the cage door open and letting him fly around a bit dso he gets someexercise thats what i did with my budgie or you couyd spil him with toys
