There's lotsa possibility for failure to boot thou.
The best to start with a problem that can't even goes into windows will be repair it with your windows cd. Just boot into your windows CD and do a repair. Let it install back every system files back into places and see if you can boot into windows. If there's nothing for you to back up or retrieved from the old windows, my advice is to start with clean install of your Windows. Just reformat the partition and install a new windows.

So you just want to start over by reinstalling because you can't
fix the problem from safe mode?
Formatting is a pre-installation process that prepares a disk to
recieve data in a certain organizaional structure. (FAT or NTFS)
It's automatic. All you have to do is pick one when your set up
program asks you.
If you don't want to lose anything you have stored on the system
that "refuses to boot", you should learn how to fix whatever caused your problem from within safemode.

If you started it in safe mode then it is booting. Why are you trying to format it?
Your operating system is crashing. I hope you have a rescue disk made......

If ur harddisk fails to booth and u want to format it, first check to see why the system fails to booth, what error message is displayed, and check the operating system for any damage that may have occured and repair. You cannot format a hard disk when ur system is not boothing.

Try connecting your disk to other systems as secondary disk drive and format. Now format each drive one by one.

Is your drive making any noise when you turn your computer on? It could be a hardware problem rather than a windows one. Your drive may be finished. I would check out that possibility before you start wasting your time formatting & reinstalling.

try bootable disk, Floppy or CD-Rom, and boot from there to format your harddisk,
I suggest before this Setup in BIOS, first boot - CD-Rom and disable Harddisk as I do.
